New Steps Taken to Combat Unfair Competition in Imports

On December 17, 2025, the Ministry of Trade published two new Communiqués (numbered 2025/39 and 2025/52) in the Official Gazette to prevent unfair competition in imports. These developments concern anti-dumping measures against products originating from China and Egypt.

1. New Anti-Dumping Duties on Acrylic Fibers from China

Following the completion of a dumping investigation by the General Directorate of Imports, the Ministry has decided to impose anti-dumping duties on "acrylic or modacrylic" fibers originating from the People's Republic of China.

The investigation concluded that these goods were being imported at "dumped" prices, causing material damage to domestic production. The following duty rates are now in effect:

2. New Investigation Launched into "Siccative" Imports from Egypt

While the Chinese investigation has concluded with the implementation of anti-dumping duties, a new investigation has been commenced regarding "siccative" (drying agents) imports originating from Egypt.

The preliminary findings, indicate the following:

  • Significant Increase in Imports: Imports from Egypt have increased significantly in both absolute and relative terms.
  • Damage to Domestic Industry: These imports have undercut and suppressed the prices of domestic producers.
  • Economic Decline: Local producers have faced a sharp decline in profitability, market share, and capacity utilization, leading to increased stocks and financial losses.

It is said that as the evidence suggests, these dumped imports are causing material injury to the Turkish domestic industry, and the Ministry has officially initiated the formal investigation process to determine the necessary measures.

As of 17 December, while the first communiqué finalizes the investigation for Chinese acrylic fibers by imposing duties, the second one marks the official beginning of a new investigation for Egyptian siccative products.
